Roy is meant to bring legendaries into the series quite often, like Goh. Why does the show want this these days? Because the franchise has been leaning more on Masters and Go, which show trainers having legendaries very often. Legendaries are treated less like mystical beings and more like just stronger mons than normal.
So how does this apply to Goh and Roy? Well, with Goh, they wanted him to catch legendaries. This led to him being extremely unpopular, as it was something that Ash has never done wholesale, and fans considered him a Gary Stu. While this was an exaggeration, it wasn't just spics that felt this way. Goh was also extremely unpopular in East Asia (China, Japan etc.) for many of the same reasons.
As such, they are having Roy want to BATTLE the legendaries. This is much more palatable to the general audience than captures, and actually spics might like it because of the whole David/Goliath thing. It also opens up more room for the screenplay writers themselves, since Roy doesn't have to beat legendaries, just battle them. And eventually, at the end of the series, he would naturally be strong enough to finally catch one that he forms a connection with.
