The basis is that with enough failures, anyone is willing to go into denial and push the blame off themselves onto somebody else, be they real, imagined, involved or uninvolved in said failure.
The target is usually decided based on personal experiences, upbringing or peer opinion. The most common targets are niggers, jews, chinks, russians, spics and poos but that's just because these group are the least popular worldwide. Depending on the person exhibiting this behaviour, virtually anyone or anything (see Feng Shui) may become a target.
