gen 5 was orignally going to have to brothers with respecrive legandaries (zekrom to one and reshiram to the brother) and the first games with direct sequels and a remake (gen 3) or final third version (pokemon gray)
gray would have a cobra like legandary (heres XY zygarde) but TPC would not allowed more unova sequels in the same gen because it was its merchandise didnt sell well enough and gen 3 remakes developing clashed with 3DS launch and they need a new entry for the new console
so they were delayed into gen 6
at this point parts of Grays ideas were merged into the orignal XY plot (aliens, lisandre and sycamore are the person, etc) and zygarde as main legandary but it was scrapped at the end and XY was rushed in order to bury its original work, including zygarde role
some aliens from oringaly XY and it original worlds were rushed into gen 7 it was like they were expecting to release XY years later with all of this but it was not case
