The games never explain to you what to do in the first place, hoping that you either have a V-pet experience, or figure it out on your own. This doesn't work most of the time, because the games are complex enough. And players getting nothing but Numemons are getting quite discouraged.
Digimon Story games have it better - they're easier to understand. Can't really say that CS failed, but it did take a developer change, and a competent producer to make. Other Digimon Story games suffer from a bunch of things. For Dawn and Dusk, it's the grind. You need to grind like a prison bitch in order to get a good team. And the game expects you to buy a guide - a lot of evolution requirements aren't told anywhere in the game.
Now, the grinding problem is a common there in Digimon games. I suspect this is because of their developer - BEC, or B.B.Studio, as they go on now. All of their games require obscene amounts of grind. Even when it comes at a price of another features. Next 0rder fell victim to this - instead of recruiting Digimon into the city, you grind mats to upgrade it. This made the game even worse than it already is.
Now, another problem of Digimon games is the lack of marketing in the west. I don't know what Bandai expects here, but that's how it is. Pretty sure they were very surprised when fans were petitioning for CS translations.
