You're thinking of Magnet Rise, anon.

Gravity grounds all targets, allowing Ground moves and hazards to hit Flying/Levitating Pokemon, and also giving an acc boost to all moves.

works for me. I was also thinking this ability could be balanced by when an opponent uses a reducing move that it would then affect the whole team. for example,
A uses screech!
X's defense is sharply lowered
Y's defense is slightly lowered
Z's defense is slightly lowered

i was assuming only one would have the ability. Say you are facing pokemon X and Y. Thus if X has the helper ability changing its stats affects both while reducing Y's stats would only affect Y.

Those only activate if damage is involved: I'm talking about it disabling Magic Guard, Magic Bounce, Guts, etc, as long as that pokemon is on the field

Those only suppress certain abilities, not all.

For example, Slaking doesn't start moving every turn because Haxorus is out.
