Rocks had a significant impact on the metagame, some think it's overcentralized, others don't.
Evasion would overcentralize the metagame
OU would become the best evasion users and their counters
excadrill was banned because it had no hard counter, only a small list of checks. once those were eliminated, excadrill could come in and fuck everything. Similarly with Blaziken and Genesect.
Deoxys D I haven't worked that one out yet.
The tier list is quite literally based on usage
