Yes. Gen 1 and 2 has a retarded DV system where you can grind yourself to death for perfect stats

Gen I has IVs, well an equivalent, but they're more like a starting point and all stats cap at the same number regardless of them

You can get perfect DVs just by grinding a whole crapton. I recommend using stat drugs first, and then grinding.
But IVs are still a factor in stat calculation. They're randomly determined when a Pokemon is generated, and can never be changed.

No you can because DVs can go on forever making up for bad genetics.
