obviously they take shelter under normal circumstances, or else they'd never have survived to the modern age

the problem here was that aussie bitch convinced the charmander to stay there and wait for him and the charmander was so loyal that he refused to take shelter once the torrent started

Paul was verbally abusive, he sent it out with Stealth Rock on the field, and I guess you missed the part where Paul tried to toughen it up by having all of his Pokemon attack it at once.
