So I've been playing through white 2, about ready to take on clay and I have a quick question.

Am I supposed to be in the sub 30 range?
My team currently consists of
>Dewott Lv 27
>Crobat Lv 28
>Darumaka Lv 29
>Lucario Lv 28
>Metang Lv 28
>Lilligant Lv 28

Does this look right as far as level range goes for where I'm at?

Pretty much.
With Dewott, Darumaka, Lucario and Liiligant on your team then Clay shouldn't be a problem anyway. You have a very balanced team.

Alright sounds good, thanks man

And yeah im pretty pleased with the balance, I was debating between Metang and Spiritomb but Metang is a monster so I'm sticking with him

Good idea, Spiritomb has good typing but its stats and movepool aren't great.

You don't have to be below 30 unless they're all traded pokemon. Pokemon you caught and your starter will always obey. I had a level 25 Croconaw before I even beat the first gym in SS.

Yeah, my Metang is sort of gimped right now because it arrived from Dream Radar as a Beldum at 20, so it missed out on the moves its supposed to get when i evolves. But even with just Take Down, Strength, and Pursuit hes a power house

The move relearner is in the Pokemon World Tournament thing south of Driftveil right?

He means "Is this the level im supposed to be at, at this point?" which is stupid to ask; just go fight wild mons on the next route or trainers in the gym. They're pretty much "Hey, be this level." but I got to most every gym 4-7 levels underleveled.
