Hidden Power Fire, at +2, still fails to OHKO Ferrothorn or prevent Levitate Bronzong from setting up (not to mention it will barely scrath Heatproof Bronzong). Scarfed Dragons can switch into anything but Draco Meteor and force it out, making it lose it's boosts, or straight killing it.
It's probably get some use in OU with a dragon typing, but it wouldn't be above UU. I think it'd be RU, but it may be UU too.
With a grass typing and without Draco Meteor it's barely RU.
