/vp/ Any of you know anything about 3rd gen Action Replay codes?

So I'm playing Emerald on an actual cart and I want to start this playthrough with a Dratini. I input the code: 25214170 0AB256A2 47C69D5D 1AA59D6D 6B012323 530CEE00 96BB8929 9B4E5B77 which every code site claims should give me a wild Dratini, and I get a Sunflora. However I tried this code on VBA and a wild Dratini appeared. If anyone knows how to help me, I would be eternally grateful cause this is pissin me off. What is going wrong here and how do I fix it?
