Skarmory is a bird, so presumably makes nests and stuff, so Roost. Mantine is like a better sort of flying fish, it doesn't flap around and live in trees. When it's landing to rest or whatever, it's probably using Dive and not Roost. Because it's aquatic.
And Fly would entail it soaring high into the air which it probably can't do because it's more of a glider.

The difference is Tropius can fly, just because Mantine is a flying type doesn't automatically mean it can fly.

Next you're going to be bitching that Gyarados can't roost either.

but thats irrelevant anyway because roosting doesn't really have anything to do with flying anyway
roosting is like the exact opposite of flying really

By "exterior" I meant a metallic coat or extra layer. No it wouldn't work in real life, much like a shotgun with a cooling chamber in the barrell wouldn't shoot cold bullets, but its a fucking RPG.

The jap name means something like "rest wings", which doesn't really mesh with "nest" implication of "Roost". However if you take roost to mean "perch", "rest", or "settle down", it makes more sense. The Kyurems and Dunsparce have wings so I guess
