Jolteon is nice, but people use the shit out of it.
You don't ever see Pikachus in OU.
Think: What is you come in on a Forretress? It thinks "Oh, just a Pikachu, time to setup, have some rocks" then you can Encore it, it'll switch out. On that switch, you can use Agility, have the Doubl Speed, have the double power, and do at least SOME damage before having to KO or switch.
Or, same scenario, Forretress is setting up Rocks, but sees Venomoth Seting up, it uses Volt Switch to do a little damage, break Focus Sash and leave, but you are faster, so you Pass to Pikachu, who gets the +1 boost from Forretress and at this point 1 of 2 things will happen; 1, Forretress decides to setup some more, and you Encore it into Volt Switch the very Next Turn, you get +2, and on his switch you can Agility and you now have +4 SpA and +2 Speed or 2, he switches and you get the Agility off and you are +3 SpA and +2 Speed.
In the Rain is even better.
