I believe there are pokémon that are actually evil, but not in the sense that you're thinking. Like humans, I think pokémon have the potential to be either good or evil, regardless of species. Yes, there are some who may be more predisposed to evil (think Murkrow getting travelers lost for the lulz), but ultimately it depends on the individual. Also, we need to put things in perspective: for wild pokémon, everyday is a struggle to survive. They can't get a job to earn money to buy food at a supermarket, so a Drowzee eating a kid's dream or Cacturne following prey in the desert shouldn't be considered evil so much as a necessity to survive.
Finally, some examples: Misty's Togepi was a sweet thing, Golds Togepi was violent from the moment it hatched. In the anime, we saw a Teddiursa who abused his cuteness to swindle people and a Houndoom who helped reunite Misty with her Togepi when the two got separated. And although Haunters pokédex entry describes it as dangerous, the one who accompagnied Ash in the anime was mischievous at worst.
What you're essentially asking, OP, is: "do you believe in biological determinism concerning pokémon?" And no, I do not.
However, if you're willing to give the pokédex the benefit of the doubt, Spiritomb MIGHT be an actual evil pokémon species.
