The geodude line came 4 gens before the Roggenrola line, they didn't have all 649 pokemon ready at that time (they didn't even know if they'd get a sequel.) The localisers didn't know how popular it would get and how many Pokemon they would eventually make.
So yes, if they had known from the outset that there would be another Pokemon LITERALLY based on a Geode, they probably wouldn't have blown Geodude on a simple rock.
