/VP/ there is a patch of grass just outside of Pallet Town. You can reach it via Surf. If you have Charizard, Venusaur, Blastoise, Alakazam, Chansey and Raichu in your party at level 99 with 19 pp on each of their moves, you will be able to encounter wild Charmander, Bulbasaur and Squirtle.
