So why is it that the Unova gym leader's pokemon are so close in levels and only have 3 or 4 pokemon?

As much as I love Unova and it's my favorite region, I felt as if GF dropped the ball on the Gym leaders.

the way i see it, Gym Leaders all have their own different Pokemon of all different types and such. They have all the same types of Pokemon cuz the Pokemon League makes them specialize in one or the other. They have teams of specifically typed Pokemon, and adjust the team based on the skill level of the trainer. (i.e. Brock has a team for challengers fighting him as the first gym and a team for challengers fighting him as the eighth gym).
