Ash has plenty of evolved Pokémon, most are fully evolved too. He may have a fair amount of basic Pokémon too but as others have said that's because they're marketable.

Also evolution doesn't work the way it does in the games. It happens at different times for different reasons. Ash can't look at what level his Pokémon evolve and train it to that level like we do.

An I'll except that arguement when there aren't 16/39 (or about 40%) in the basic and mid stage columns. Yes, he's evolved most, but not all. And there are some he will NEVER evolve.

And there's nothing wrong with that. Ash doesn't need to be an "everything is fully evolved" trainer, he has a nice balance of basic and fully evolved. His selection appeals to both halves of the core audience.
