Make it increase Ice type pokemon's defenses, decrease the power of fire type attacks, and double the chance of freezing the opponent with an ice type move.

I, for one, hope Gen VI nerfs all weathers somehow.

ice-type defense x1.5
more abilities that abuse it (ice-type sand force/sand rush)
and pretty much every other problem with hail is because ice is a fragile type in general pun intended
