Her goal isn't to become champ, it's to prove to her dad that she has what it takes to go on a Pokemon journey. She's a fantastic character but is purposely a bad rival because Cheren is the rival.
And why the fuck do people list anything behind May/Brendan, aka, the ONLY rival to quit before they evolve their damn starter all the way. At least Wally makes it to Victory Road.
