Also, a system like that wouldn't work.
It would just result in increase of illegal trainers, as having a pokemon, even if you do not train them to battle, is near necessity.
Would it be alright to let some poor bastard get assaulted, potentially killed, by a wild pokemon because they had their license revoked?
Would YOU be willing to risk YOUR life because someone said you're not allowed to keep a pokemon?
Of course not.
With how easy it is to obtain a pokeball, even without a license, people rather get their balls illegally than bother wasting time going to those courses.
As more and more people start obtaining their pokemon illegally, more and more illegal pokemon would become more and more easy to obtain. Police force doesn't have nowhere near enough recources to deal with them.
Also, because these illegal trainers do not have access to pokemon centers or pokemarts, their pokemon couldn't receive treatment, number of pokemon dead in illegal battles and battles against wild pokemon would increase.
Thus, it would increase crimes commited with pokemon, abuse of pokemon, deaths of pokemon, deaths of human beings, sales of illegal goods, and many other things i haven't listed.
