But for the dominant form of the planet everything had to be perfect. So he started out very simple, with a very primitive design. Something that could grow to become practically anything, with lots of room for experimenting. Thus, Mew. Created in His most basic image, yet slightly modified to make sure it could never surpass him.
The Mew experiment ran throughout the universe for a long time, and in that time they grew into innumerable shapes, each with their own strengths, weaknesses and abilities. Once Arceus had seen enough, he combined the best properties of all of them into the ultimate species, humanity. Again slightly different from the previous creations: they would evolve more subtly and gradually, but be able to survive in pretty much any environment. They were tough and more intelligent than most, though Arceus made sure not to give them any special abilities (minus some latent psychic potential) since in their hands those could be exponentially more dangerous.
And so the experiment was finished and ready to continue on its own. Arceus declared humanity the superior species and that all others should be subservient to them. No one minded (or was dumb enough to voice their objections out loud against Him), save Giratina, who proudly proclaimed he'd refuse to serve these "newcomers".
