I mean, Lance had a Dragon-theme, but he didn't strictly use Dragon-types. Steven was SORT OF Steel-type, but only half his team followed that. Cynthia didn't even have a theme, and was just tough. Alder could be said to have been a Bug-type champ, though he only follows that as much as Steven does Steel (Mind you he was probably easiest after Wallace). Iris is like a more flexible, interesting Lance, and uses DragonLIKE Pokemon, but also throws in other interesting choices that can't just be taken down with ICE BEAM ICE BEAM ICE BEAM. Wallace just isn't champion material.
