It has higher base stats.

But skarmory has high defense and a lot of resists

Swords Dance is always useful. Don't be dumb. The NPCs give you all sorts of predictable chances to use a stat-boosting move (I.e., Gym Leader is in red, they'll heal and you can boost Skarmory's attack to take down his entire team). Also, neither of those works against fighting, that's what Fly is there for. And include Rock Slide, because Fire is one of your major weaknesses.

This is in-game, something with really low PP wouldn't be useful, and Fly is a necessity for travel.

Just pick one. Night Slash is the better choice, only three types resist it as opposed to X-Scissor being resisted by six.

again it depends on what you want

skarmory is better defensively and has better type coverage

bravairy is more powerful overall but only really has flying moves
