/vp/, I recently found a HeartGold game while in the library, and I saw that there was an Eevee at level 8, with a normal move set, now, taking my indecisiveness into account, what's the best Eeveelution I should evolve it to? Also, I've yet to fight Chuck, so I also have to do quite a lot of grinding.

That's very assuming. Do you use purely top-tiered Pokemon for in-game playthroughs?

He had a Heracross, a Quagsire, Quilava, a (would-be) Crobat, and then Eevee. Seems like a fine balanced in-game team to me.

I know certainly that of I had lost my Pokemon game as a kid (or even now) I'd be wrecked. As a kid, I'd be heartbroken.
Ask around and see if anyone has any ideas about who may have lost it, do your good deed for the day. At least you'll then be able to say "I tried"
