There is absolutely no cheating involved here. It is using the Pokemon that the game has made available to you. Also, yes, you can trade over Pokemon as well. If you honestly think that Heart Gold/Soul Silver is only to be played with Gen I and II Pokemon, then you need to rethink things some more.
