Rock is an overall useful STAB, except for the fact they're prone to missing. Dark is useful for Reuniclus, and maybe the L@tis, but that's about it. Speed wise he's poor, which is never good for a mon who is meant to be an attacker, but can't take hits well himself. His role as an attacker has been dethroned by the power-creep of guys like Terrakion and TechniLoom. He's just not so useful anymore, suffering a lite version of Electivire syndrome, in that while he's a good Pokemon overall, he's stuck being used in a metagame which hard counters him completely.
Meanwhile, Hippowdown is capable of taking a variety of physical hits, which is extremely important as not only a wall but as a weather-starter, and can easily shuffle teams, set up hazards, or use EQ in tight spots.
