Sawk still has reason to be used Scarfed because its still fast enough to outspeed pretty much anything that doesn't have a form of speed boost of its own, and hits harder than Primeape. It also has abilities that give it reason to be used over Primeape. Mold Breaker for Bastiodon/Probopass which can get through their sturdy easily with a 4x effective move, and hit levitators such as Electross, and Haunter with an Earthquake, and of course he also gets Sturdy which can be used to stop a potentially game ending sweep, or ensure a late game sweep of his own.
They're absolutely going to be competing with each other, but even if it ends up like you say with Sawk being banded 99% of the time, and Primeape being scarfed that's still going to cut down on the amount of Sawks seen since he's commonly used with both.
