What makes something broken is that it overcentralizes the game such that every team has to be prepared especially to deal with it. That's why Excadrill was broken, why drizzle + swift swim were broken, etc.
You more or less cannot build a team unprepared to deal with this one, single move and expect to survive with it. The only thing that gets rid of it is like, ONE move that isn't well-distributed.
You could fix it a number of ways. You could nerf the shit out of its power, change its math so that high defenses or low power crippled it, distribute other moves, abilities and items that render it ineffective or clear it out, etc.
OU doesn't notice this because OU is in love with sand and dragon teams. If Gen IV gives us one new move, and it's exactly like stealth rock but it hits for ice damage instead, it will be banned within the first round of suspect testing.
You can screencap this post to prove it. If we ever get sly icicles, it will be banned to ubers (if not completely) right away, because suddenly all the favorites of OU will have to be rewritten.
