So like, okay, design this pokemon:
It's a black ghost with a smirking face (like the unidentified ghost) shrouded in pale purple ectoplasm. Its white eyes and mouth are giving off a fleckish aura. White claw-blades float just in front of it like arms, surrounded with orange bits of sand. Trailing behind it like a tail and up behind it to the right is a swirl of purple ectoplasm, bits of bones and sand debris. At a distance, it appears to have the "backwards L block shape" because of the tail twisted up behind it.

Type: Ghost
Dex Text: "It haunts beaches near ancient caves. When the tide is out, it fashions a shroud from the fossils that have washed ashore and torments passers-by"
Ability: Replicator (in battle, this pokemon will hold the same item as its opponent)
Moves at lvl1 include Sky attack, Water Gun, it also learns Water Gun by level up (not unheard of)
Signature Move: Scramble (the opponent's move names are switched around randomly until the pokemon is switched out)
It's the only new pokemon that doesn't appear in the regional dex for that gen, but appears in the postgame and gets a national dex number.
It's believable as a pokemon in its own right but is a clear shout-out to missingno.
