I don't really view Wonder Guard as an ability, seeing as it's only given to one gimmickmon.

Speed boost is definitely on the top 5. It turned Blaziken from boring to broken. Weather based speed doubling moves also make good pokemon great (Venusaur) and great pokemon broken (Excadrill)

As others have pointed out, trapping abilities are also invaluable.

Mostly it's situational though. Volt Absorb Jolteon is just okay. Volt Absorb Gyarados could break the metagame.

Volt Absorb Gyarados would not be that good. It still has a weakness to rock attacks and SR, as well as 79 base defense.

Gyarados is already that good. Even in third gen and before, it was still pretty good.
Removing its 4x weakness will only make it better.

I didn't say it wouldn't make it better, but it certainly wouldn't "break the metagame" by any stretch of the imagination. Also, before gen III, he wasn't that good at all. In Gen I, there was no reason to use it unless you just felt like using one in-game.

I had no idea getting priority to set up, lay hazards, and spread status was only good sometimes.

Only if the Pokemon that has it can do those things. Also, priority on setting up is super situational. Snorlax would be good with Moxie or Magic Bounce, but not prankster.

There are more physical sweepers, all of whom could benefit from Moxie than Pokemon with the movepool to make Prankster worth the ability slot.
