Are there some similarities with Lugia if you honestly look at them side-by-side? Sure, but there are many Pokemon that have some similar body shapes to others.
If you constantly get hung up on all the minor things in a Pokemon's design, and keep comparing it to an older one or trying to find reasons to, you'll end a total and complete grump.
