Those two have their uses against specific gyms in-game or if you happen to be fighting Fire/Electric types in some sort of Monotype thing. Very situational, but useful in those situations.

I'd go with Grasswhistle. There's absolutely no reason for it to be as innaccurate as it is.

If it stopped clearing the enemies' hazards, it would actually be an amazing support move, much better than Rapid Spin in that it can't be blocked. Even if it cleared both sides, it would be usable. As is, it's just the obligatory really shitty HM move

in no way is Hyper Beam the worst move; Specs Adaptability PorygonZ uses it sometimes, to massacre things like weakened Blisseys or Snorlax. Giga Impact is worse, but it's no worse than moves like Sky Attack or Skull Bash.

It is sometimes used on stuff like Shaymin though. It might be innaccurate, but sleep is still OP so. Definitely not useless.

Crobat would be the ultimate Defogger if it ever changed, since it has a fast Taunt to counter other Taunts (except Prankster Taunts like Sableye) and U-turn. Swellow's also fast enough to outspeed most Taunts.

If Defog becomes good enough to centralize the metagame around packing bullshit like Sableye in OU, it would be really really good
