but the 4x rock weakness is pretty much a death sentence

i don't understand why ice is weak to rock anyway

or why steel is weak to ground (other than to "balance" it)

Steel is weak to ground for the same reason skyscrapers are weak to earthquakes.

Steel mons are usually a rigid structure, heavily shaking or undermining their foundations brings them crashing down under their own weight.

Makes sense to me.

Eh, either way the movepool and stats are going to determine whether or not it's going to be man handled by Heatran anyways. It has great resistances and immunities but STAB Hydro Pump under the rain still hurts. It does sound like an actual check to Garchomp though hopefully it won't be Bronzong tier couter.

No that is not the reason at all. It is because roost takes away the flying type so they need a second type to have. This is why tornadus does not learn roost

Except that not only did they fix that, they probably could have done so earlier if there was a need. Even then though, what is so catestrophic about a pokemon having no weaknesses or resistances for a turn.
