Plant's also benefit from rain, so we need a grass pokemon with an ability that abuses the rain (Ludicolo doesn't count).

The only weather that needs improving is Hail (since Snow Cloak is banned and Ice types are poor defensive types making ice body useless on anything that isn't Stallrein)
