Put a "Name has to be allowed on the GTS and no releasing" clause there or something.
But they never do.
And until they do, N shall always be there, because people who can't take the time and effort to care enough to put such procedures in place obviously can't care for a Pokémon, and that's why they must be liberated, lest those Pokémon be called Dicks, or something else humiliating.
