That's a high-speed special sweeper that's fragile but with good physical DEF
It can be a rocket-propelled missile. Or a space rocket, or a toy WW2 jet, or something. It gets Speed Boost and learns Shell Smash via crossbreeding but never gets Baton Pass. If it's an airplane it gets a signature move - Strafing Run, at level 35, and if it's a Rocket it turns into a Flying type every turn it doesn't attack as an Ability
