I remember when the game came out in Japan one of the things listed about it was that they buffed Kecleon to the point where stealing from him is no longer possible in the least. He's invincible now or something. You might be able to pull it off with enough reviver seeds and a pure seed or something along those lines though. I havn't seriously dedicated myself to the art of theft yet.

In the past games you just need a Trawl Orb.

Just use it near the stairs to be sure you're not gonna get fucked by an enraged Kecleon.
