You complain about his team and the fact that he says Rage?
Let's take a look at his team. It's true that he has Regional Bird and Element Monkey, but it's unfortunate that Regional Bird was so lackluster when compared to Staraptor; however, his team isn't completely horrible.
He has Bouffalant, Flygon, Eelektross and Starter.
Those four alone are great Pokemon for an NPC. Bouffalant's sap sipper can protect Starter/Element Monkey. While, Flygon and Eeelktross shrug off Earthquakes like champs. This protects both Water/Fire pokemon on his team. A decent strategy.
Also, he says rage twice,
"You didn't do anything. Not to me, at least... But I can never forgive Pokémon thieves like you! Just to let you know... You're about to feel my rage!"
"Just so you know... You're about to feel my rage!"
Now, Blue is a good character because he's a proxy of a rival in our real life, &Silver is a good character because he changes from bad to decent.
Hugh is a good character as well anon. You mention that his development is well handled, but I think you simply overlooked it. Here are Hugh's last words to you after you defeat him at Victory Road.
"Nate! Thanks to you, I accomplished what I set out to do during my journey! I wish I could've shown you my little sister's huge smile! This is my thanks!" (gives you TM24) "I think you're really amazing! So become the Champion! Get the proof that you're a Trainer your Pokémon can be proud of! See you!"
Hugh is your rival only in name. He isn't some anti-villain archtype character. Hugh is a "Knight Templar Big Brother."
