Plus Gen V shat all over the metagame already by introducing drought and drizzle to regular pokemon

who says they can only add a new type just to balance the other ones? If they wanted to balance psychic they could have just given it more weaknesses. It's not like they have a rule saying they can -only- add a new type just for balance. Adding a new type could just be good for marketing.
