There are plenty of statements within the Pokedex that make no sense. Therefor, we must accept a logical alternative. I propose that the Pokedex is filled with ridiculous statements because it is filled out by a child, as it is empty when it is given to the player character as a baby.

Mew's genderless nature implies the lack of a vagina or even a birth canal. However, should a piece of Mew's DNA be found, it would be possible to put this DNA into an already existing egg shell, or grown in a test tube. Even your precious Pokedex supports this idea.
