Design wise, they're my favorite.

I would have to say what's good Gen II to explain why HG/SS is so popular, but I think it's a fact that it combined the good things from that generation with the good things from III and IV and added other pretty cool features that managed to transmit a good feeling rather than just being fillers, making a game that feels very polished and whole.
It is my favorite pokemon game to date, but it mostly comes down to what you appreciate about pokemon and what you would rather not have in them.
