This puts it faster than Cloyster, who needs to go fully invested in order to match the 110s.
It'd become one of the fastest boosted Pokemon in OU/UU.
Cloyster has enough defense after a Shell Smash to take an Outrage and sweep on and, most importantly, has Icicle Spear, a 187.5 base power, 100 acc, 48 pp, Sub-breaking move that hits most pokemon in OU/Ubers for at least neutral, if not SE damage.
Blastoise's best offensive stat, 85 SpA, is the same as Cloyster's weakest offensive stat, and 100 base defenses at -1 isn't good, not in UU nor in OU.
Rapid Spin is a nice selling point, it made Excadrill the best spinner and sweeper combo in OU when it was allowed. However, it didn't need to waste at turn setting up in order to get that fast sweep in, which Blastoise has to do. If you do decide to use Shell Smash, you're guaranteed to have offensive EVs, making your bulk rather average, if not mediocre [esp. in OU], meaning you're a bad spinner.
Also, unlike Excadrill who had a complete offensive moveset in two moves, Blastoise cannot do that in OU.
Shell Smash/Hydro Pump/Ice Beam/Focus Blast. There is no room for deviation from this moveset if you plan on using it at all as a Shell Smash sweeper.
It's fast. That's it.
I wouldn't even say it has a much easier time setting up in OU than Cloyster does, who can still manage to wall weaker physical threats with no HP/Def investment, and still take hits to sweep on from heavy hitters. It has worse moves and remains far less of a threat after it has set up . It does have a slightly easier time due to no SR weak, but any Cloyster carrying team already runs a dedicated spinner, but that's about it.
Not everybody would get a Blastoise. It'd hang around in UU, has it has been doing for quite a while.
