Even with item chain breeding it still takes hundreds upon hundreds (if not more) of eggs for perfect IV pokemon.
And yeah, the difference between a 27 IV and a 31 IV is irrelevant, except when it isn't because that important OHKO becomes a 2HKO, or because that counter couldn't be outsped, or whatever else.
I've suggested before that if a pokemon has the pokerus, its child cannot be born with IVs lower than its own. With that and power items, it would take very little time to optimize one's mons.
I would find that an acceptable compromise, as it replaces LUCK with PATIENCE for the most part.
