The "why would they hide its name?" thing just made me suspicious about it being a new Pokemon. If it's a new forme, showing its name would spoil that it's a forme rather than a Pokemon. Every other reveal so far released their names at or shortly after. Also

I always thought the reason for forms is so they could introduce new pokemon without it being a new generation. so seeing as this is a new gen, it could be a could be a completely new pokemon, but it's just as likely it's a form

Here's a suggestion. Maybe this Pokemon originates from Mewtwo, through some sort of gene splicing key item. It isn't an evolution, more or less it's a further corruption of its genetic code. So when you use it you will technically have the same mon, but it will be an entirely different species and it doesn't count as a separate form because it can't change back? Maybe that's why there's only the one Mewtwo shown on the poster.
