I just read that any female pokemon with a 7:1 m:f ratio can only have an attack IV of 1. Is that true?

I finally got around to getting a female Torchick and I'd be pretty bummed if it turns out to be a shitty Blaziken.

Gender was linked to the attack IV in generation 2.
In gen 3 and onward, it is not.

In gen 2, a female starter would have a maximum attack IV of 1. The gen 3 overhaul related gender to a Pokémon's personality value, so a female starter can have a 1 attack IV as much as a 31 attack IV.
