Re-balance ice types to have different weaknesses.
Make Hail improve a stat like Sandstorm does.
Steel types take no damage from it.
Flying types take increased damage from ice moves.

Hail is decent on paper. Pretty much sandstorm of a different color. The problem is the pokemon utilizing it.

Hail's inferior to sandstorm because only 1 type can use it (the worst defensive type), compared to 3, which include the best defensive type, and gives a 50% stat boost to another type.

I agree a 50% defense boost is in order, and ice types are deserving of a dragon resist ^_^

It's not even decent on paper, anon.
Making Ice less trash is a good step forward, I'll give you that, but you also need better abusers and diversity.

Rain gets by due to just how diverse Water is by itself. Sun has two dedicated types for abusers. Sand hit the typing jackpot for abusers.

Ice is the worse defensive type, on the most defensive weather playstyle, with the least diversity and least abusers, both by type and ability.

This is all that is needed.

Dragons run wild these days, with only steel types to resist them. Having ice types resist them and giving them a defense boost in hail would help make them and hail more popular.

All we would need with this is a steel/ice Pokemon in gen6.

Ice type Pokémon cannot be frozen, like how Fire types cannot be burned.

Ice resists Water now.

Hail boosts the Defense and/or Special Defense of Ice types like Sandstorm boosts the Special Defense of Rock types.

Except not everybody runs Scizor. Conkeldurr also has a chance though. Breloom can be ice sharded.

Most people would switch out though. If hail is already up, they don't need to boost to get high speed, so they can switch out and back in when Scizor isn't out.

This. There is never a reason to have an Ice-type on your team, so by extension there is never a reason to have Hail. The only thing Ice-related you need is one Ice Beam or Blizzard for the odd Garchomp.
