If Dewgong was made in Gen 5, Genwunners would retort "GARBAGE, ICE CREAM, SEEL". Of the many Pokemon that were redesigns of older Pokemon, Spheal is by far the best.
That's not to say I can't enjoy some Dewgong, but it's hard to seeing as Lapras is better in stats, ability, time you get him in game, movepool, and design.
