What? You can already run inside most buildings since Generation IV.

There were two codes run anywhere and walk anywhere and they led you into the mystery zone like that wiki says the mystery zone was created to keep place of underground.

I think you could save in that place but I think if you did you'd be stuck in there forever and you can't use fly there either.
