Like, for example, let's say there are these 3 tiers:
bulbasaur tier
Ivysaur tier
Venasaur tier
the goal is to make every pokemon usable (kinda like in the way you can have random battles in pokemonshowdown with "weak" pokemon that have high levels).
In the bulbasaur tier: The average level is 40, but depending on the pokemon species, you'd have to use'em on certain level (charmander can only be level 40, butterfree and beedrill have to be 32, caterprie and weedle 58). basically this one is made for non-evolved pokemon, and weak-evolved pokemon.
The Ivysaur tier would be for pokemons that are a bit more aggressive. average level being 50. In same fashion, pokemon variate level to adjust, but in this case, some pokemon from the prior tier may enter with other level conditions (croconaw lvl 50, beedrill 55, seviper 47, simisage 45, swellow 50).
The venasaur tier is basically everything that is fully evolved and legendaries included (of course, we still have to apply level limits so everyone can be over-used).
With an average of lvl 70, lets make some final examples with Venasaur lvl 70, Arceus lvl 60, Sunflora lvl 90, simisear 70, chimeco lvl 90, ledian lvl 100, furret lvl 85) yeah you get the pont (compare the stats, theyre even kind of balanced!).
So, you get the point of "only certain level so its useful", but then its this little amount of rules that should make each tier give a different feel to it, so its not just the same with different levels/pokemons.
Bulba-tier should feel slow-paced, focusing on each pokemon you use, using them wisely: 65 and lower power moves only, and no choice-items (it drastically changes the function of a pokemon) nor gems. also no entry hazards or evasion moves (basically at first sounds really bad, but the point of it is to evade the meta-game).
